sorry l am asking this again but l ended the other one too soon so, would a 19 inch shortboard be able to do cutbacks, airs, snaps, speed etc. like an 18 inch.

The difference between a 18'' wide board & a 19'' board is pretty insignificant. The real difference would be noticeable with a wider tail width & wider nose width, which would affect the overall profile of the board.

Now, there might be a significant difference between a 20'' wide board & an 18'' wide board. But, depending on the design, length, thickness, nose & tail rocker, they might both be able to perform RADICAL maneuvers.
