how much would it cost for me to get a peice of balsa wood about 8ft long to make a surfboard. l live in scotland where abouts could l get some.

You're gonna have a hard time finding that much balsa. Wooden boards are very rarely made out of a single piece of wood. They are made from several planks put together to make the board. When heavier woods are used they are chambered to make the board lighter. If you are looking to make your own wooden board check out Grain surfboards website, they sell kits and their boards are beautiful.
