San Antonio is a lovely city, but not much of a surfing Mecca. You need to head to the Gulf, and take your best shot there. There is no water front property in the US with worse surf the the Gulf of Mexico (unless you want to count the Great lakes), but there are some real, hard core (and very patient) surfers there. Check out the surf shops in the Galveston area or Corpus Christi, there are plenty.
Find a good surf shop, and the folks there will help you find lessons.
