Probably eBay if you're willing to travel a bit.
It is good to buy close to where you're planning on surfing as they can help u if u need to repair the board or get new fins etc.
Many shops give good deals if u go into them & talk to them. l got a free leash & fins when l bought my board which would not have been possible over the net. l got one of their local boardbags as well so people can tell l live in the area when l arrive at a spot (definitely helps!).
If u want to be a bit cheeky, find the board u want to buy & send in a student friend to get a 5/10% discount!
