Bali in indonesia, allways has great waves and loads of different spots. if really cheap and you will experience a completely different culture. stay in kuta, and there are loadsa of massive nightclubs and bars. try poppies lane.

l have been surfing in costa rica 5 times and it has always been good to me. if you want the night life, Jaco, Tamarindo are good places but you must be very respectful to the local people. l have seen some jackass americans get beat up there for being rude to the local surfers and local residents.
