It depends on where u r buying the surf board. If u buy it from a surfboard factory in Surigao del Sur, Philippines, u would definitely get it at a lower price than from outlets outside of the Philippines.
The Surigao made surfboards r great. They have innovations there that r not generally available. l cannot reveal the websites selling them since the factory is an Original Equipment Manufacturer & supplies them to several outlets in & out of the Philippines.

generic made in china: $300-$400
custom or name brand: $500-$800

Generic ones sell for $200 ~$300 new and you could get them at Costco these days. (Assuming you live in an area where surfing is prevalent.) Custom boards will run you at least $450 and most likely more. If you're a beginner or still learning, try Craigslist.org for used ones. You can find a decent custom used board for below $300 on a good day.

Check out 9:Fish Surfboards at http://9fishsurf.com. You can buy their boards online (and have them shipped for $79) if there r not any shops nearby that carry their boards. They have great fish surfboards (which generally cost more because of how they're made) for around $475. If you're looking to buy a board for a present, a fish is a good choice since it has lots of the advantages of a longboard & shortboard. If you're not sure what to get, u can email or call them & they will help u out. The guys there really know their stuff & helped me get a board that was perfect for me.
