Is it cool, or does it just look stupid when people on the beach wear their boardshorts with the waistabnd of their boxer shorts showing above?

it depends.if it has a design and the people are actually surfing, then yes. If not, then they are just wannabee's.

Why would anyone wear boxers under boardshorts. A better choice is a swim supporter (thin banded jock strap). The support makes you more comfortable and you are playing a sport, right? Also, the pros wear them.
